
The Dugout is an Out of the Park Baseball 17 league for PC. OOTP is the ultimate baseball simulation. Take control as the General Manager of one of 32 Major League Baseball Teams. You control all transactions of the Major League club as well as the complete minor league system. Set your lineups and rotations, develop your organization through smart drafting and trades, control your finances, you name it. The team is yours to do with as you choose.

OOTP is a simulation first and foremost. The league is simulated X amount of days on a set schedule, and setting smart lineups and depth charts is the key to winning games. There are no head to head games. You export your changes, and then look for the results of the sim.
League Rules
Sim Schedule:
- The league is currently on a 24 hour sim schedule.
- You must have your export in by 1PM EST the day of the sim.
- If you’re going to miss a sim, please post in the "vacation" sticky.
- Trades are to be posted in the “Transactions” sub forum.
- When posting a trade you must include the following, failing to due so may cause your trade to not be processed:
- You must tag all parties involved in the trade as well as all simmers.
- Along with the player name and position, you must include at least what minor league team he is on and what minor league level it is.
- Trades will processed in the order that they are submitted / approved.
- Trading deadline is 7/31 of each season.
- Post deadline waiver trades are not allowed.
- Trading with the CPU is not allowed.
- A drafted player can be traded immediately after they’ve been added to their team’s roster on June 10th.
- Player to be named later (PTBNL) trades are not allowed.
- New GMs to the league are barred from trading for one in game calendar year.
- Any trade involving a second year GM must first be PMed to the commissioner team for approval before it posted in the “transactions” thread.
- Free Agents signed in the offseason may not be traded up July 1st.
- Free Agents signed after Spring Training may not be traded until the following offseason.
- When trading a player, you now have the option to pay portions of the remaining salary of the players contract, with the following restrictions:
- If a player has a team option in the final year, you may only keep up to the cost of the buyout.
- You cannot pay more than $24M in "dead" money a year.
- This only affects future years. You cannot retain any money from the current year of the contract.
- When making a trade involving this type of deal, please be sure to include how much salary the original team is retaining each year remaining on the players contract.
- You may not trade "dead" money.
- If you want to return a Rule 5 player you drafted, you need to start a new thread in the transaction sub forum and a simmer will move the player before the sim.
- If the player is making more than a minimum contract, the previous owner must agree to take back the player or he will be released to FA and you will be charged the contract.
- DO NOT RELEASE THE PLAYER.
- Failure to do this will result in a $1M penalty, added to your player expenses (on top of the players contract costs).
- A Retainer Contract may be offered to a player that is Free Agency eligible at the end of the season, if they were on your team before August 1st of the previous season.
- Each team may offer one retainer contract per offseason.
- A player protected via a retainer contract will be granted a 1 year contract:
- Position player contracts will be determined by the average of the top 5 salaries at their position.
- Pitcher contracts will be determined by the average of the top 10 salaries at their position.
- Position player contracts will be determined by the average of the top 5 salaries at their position.
- For position players, “position” is determined by the position that the most innings were played in the previous season.
- For designated hitters, the highest rated defensive position will determine their salary.
- All ties go to the highest salaried position.
- If the player has no defensive ratings at any position, they will default to 1B.
- For designated hitters, the highest rated defensive position will determine their salary.
- For pitchers, “position” is determined by start percentage in games appeared the previous season.
- If the pitcher started more than 50% of the games they appeared in, they qualify as a starting pitcher.
- A player may only be retained by a specific team once, but may only be retained twice in his career.
- If a player on a retainer contract remains with the team that protected him at the end of the season and becomes a free agent, they become a Comp 2 free agent.
- Comp 2 free agents award a 2nd round compensation pick but do not cost a pick to sign.
- Note: Players who qualify for compensation but sign a minor league deal in offseason will not award compensation.
- Intent to sign a player to a “Retainer” must be posted in the transaction subforum before Sim #1 of the offseason.
- A retainer cannot put a team over budget.
- Vesting options are NOT allowed.
- No Trade clauses are NOT allowed.
- Team and player options are allowed in contracts, with the following restrictions:
- Team options AND player options are only allowed in the final year of the contract and the team option year salary may not be higher than the highest non-option year salary.
- The buyout of a team option must be at least 40% of the final years salary.
- Contract dumping is NOT allowed.
- Players not in the final year of their contract may not be released if:
- Releasing said player will put you over budget for the year.
- If you are already over budget for the year.
- The dollar amount offered for a contract incentive or bonus may be no more than 50% of the highest valued year of the contract, not to exceed $2.5 million.
- For hitters: The Plate Appearance contract incentive may be set no higher than 625 PAs.
- For pitchers: The Innings Pitched contract incentive may be set no higher than 215 IP.
- Only pitchers that are SPs may be offered incentives or bonuses.
- Contract extensions may only be offered to a player if they are eligible for arbitration(3+ years or Super 2+ years).
- If you are signing a player mid-season, you may not offer him playing time bonuses.
- Extensions:
- No contract extensions may be offered between 12/1 to 4/30 in game.
- For the time being, if an extension is accepted during that window, it will be voided and a strike will be given.
- Failure to comply with contract rules may result in the contract being voided and the payer released to free agency.
- International Free Agent spending is limited to how much money a team has in their “Projected Budget Room” field.
- A team may NOT put themselves over budget with International Free Agency spending.
- Overspending in International Free Agency will result in all International Free Agents signed release.
- Players signed that put a team over the 50 player International Complex roster limit will be released.
- The budget floor for the league is $120M. Meaning a team's budget may cannot fall below $120M.
- The budget ceiling for the league is $180M. Meaning a team's budget may not exceed $180M.
- If your projected budget is outside of these limits, please notify a simmer to fix it.
- Budgets may not be decreased by more than $30M in one season.
- If you're budget is decreased by more than $30M at the start of the offseason, I must be notified by the start of Sim #2 if you want it adjusted.
- If you end a season with a negative final balance and also over budget, you will receive a financial strike.
- If you receive a financial strike twice in a three year span you will be removed from the league.

- OOTP utilizes authentic Major League Baseball rules. Which include:
- 25 man rosters
- 40 man rosters
- Expanded rosters
- Waivers / Designated For Assignment
- Free Agency
- Minimum Service Years
- Minor league option years
- 7, 10 and 60 day Disabled Lists
- Rule 5 draft
- Waivers will be set to 13 days
- DFA will be set to 25 days
- The Rule 5 Draft will be conducted via in game draft lists.
- The Amateur Draft will be conducted in OOTPOU which is located here (we reserve the right to bypass OOTPOU and hold the draft on the forums if needed).
- Each team is encouraged to have a current trade block.
- Disabled Lists are not to be used to "hold" players.
- If the sim times out because you have a player in DFA whose time has expired, the "simmer" for that night will attempt to assign him. If we are unable to, he will be released.
