The Dugout is an Out of the Park Baseball 20 league for PC. OOTP is the ultimate baseball simulation. Take control as the General Manager of one of 28 Major League Baseball Teams. You control all transactions of the Major League club as well as the complete minor league system. Set your lineups and rotations, develop your organization through smart drafting and trades, control your finances, you name it. The team is yours to do with as you choose.

OOTP is a simulation first and foremost. The league is simulated X amount of days on a set schedule, and setting smart lineups and depth charts is the key to winning games. There are no head to head games. You export your changes, and then look for the results of the sim.





League Rules


Sim Schedule:
  • The league is currently on a 24 hour sim schedule.
  • You must have your export in by 12PM EST the day of the sim.
  • If you’re going to miss for an extended period of time, please let one of the simmers know.
Trades:
  • Trades are to be posted in the “Transactions” sub forum.
  • When posting a trade you must include the following, failing to due so may cause your trade to not be processed:
    • You must tag all parties involved in the trade as well as all simmers.
    • Along with the player name and position, you must include at least what minor league team he is on and what minor league level it is.
  • Trades will processed in the order that they are submitted / approved.
  • Trading deadline is 8/1 of each season.
  • Post deadline waiver trades are not allowed.
  • Trading with the CPU is not allowed.
  • A drafted player can be traded immediately.
    • If you trade a player before they're input into the game, add PTBNL to your trade post title.
    • This does not mean you can trade draft picks. Players need to be picked in the draft before they can be part of a trade post.
  • Any trade involving a first year GM must first be PMed to the trade committee team (see below for team membership) for approval before it posted in the “transactions” thread.
  • Free Agents signed in the offseason may not be traded up July 1st.
  • Free Agents signed after Spring Training may not be traded until the following offseason.
Salary Retention Trades:
  • Salary retention is allowed when making a trade.
  • The in game system will be utilized for this.
  • The in game system works as follows:
    • Salary is retained in the current year and all subsequent years.
    • Salary is only allowed to be retained in increments of 5%.
    • Retained percentage must be the same for all years.
Rule 5 Draft Player Return:
  • If you want to return a Rule 5 player you drafted, you need to start a new thread in the transaction sub forum and a simmer will move the player before the sim.
  • DO NOT RELEASE THE PLAYER.
  • Failure to do this will result in a $1M penalty, added to your player expenses (on top of the players contract costs).
Retainer Contracts:
  • A Retainer Contract may be offered to a player that is Free Agency eligible at the end of the season, if they were on your team before August 1st of the previous season.
  • Each team may offer one retainer contract per offseason.
  • A player protected via a retainer contract will be granted a 1 year contract:
    • Position player contracts will be determined by the average of the top 5 salaries at their position.
    • Pitcher contracts will be determined by the average of the top 10 salaries at their position.
  • For position players, “position” is determined by the position that the most innings were played in the previous season.
    • For designated hitters, the highest rated defensive position will determine their salary.
    • All ties go to the highest salaried position.
    • If the player has no defensive ratings at any position, they will default to 1B.
  • For pitchers, “position” is determined by start percentage in games appeared the previous season.
    • If the pitcher started more than 50% of the games they appeared in, they qualify as a starting pitcher.
  • A player may only be retained by a specific team once, but may only be retained twice in his career.
  • If a player on a retainer contract remains with the team that protected him at the end of the season and becomes a free agent, they become a Comp 2 free agent.
    • Comp 2 free agents award a 2nd round compensation pick and will cost you a 3rd round draft pick (and subsequent picks if you sign more than one).
    • Note: Players who qualify for compensation but sign a minor league deal in offseason will not award compensation (nor will they cost you a pick).
  • Intent to sign a player to a “Retainer” must be posted in the transaction subforum before Sim #1 of the offseason.
Contracts:
  • Vesting options are NOT allowed.
  • No Trade clauses are NOT allowed.
  • Team and player options are allowed in contracts, with the following restrictions:
    • Team options AND player options are only allowed in the final year of the contract and the team option year salary may not be higher than the highest non-option year salary.
    • The buyout of a team option must be at least 40% of the final years salary.
  • The dollar amount offered for a contract incentive or bonus may be no more than 50% of the highest valued year of the contract, not to exceed $2.5 million.
  • For hitters: The Plate Appearance contract incentive may be set no higher than 600 PAs.
  • For pitchers: The Innings Pitched contract incentive may be set no higher than 200 IP.
  • RPs are only eligible for All-Star bonus incentives.
  • Contract extensions may only be offered to a player after they've been awarded their first arbitration contract.
  • If you are signing a player mid-season, you may not offer him contract bonuses / incentives.
  • Extensions:
    • No contract extensions may be offered between 12/1 to the end of Spring Training in game.
  • Players that are 34 years of age or older may not be signed to a contract longer than 5 years (this includes extensions).
  • If a player retires after signing a multi year contract (or extension) at the age of 35+, the team that currently holds their rights will still be required to pay any remaining salaried years (excluding player option years but including team option buyouts).
  • Failure to comply with contract rules may result in the alteration of the contract, the player being released, or an extension being voided.
International Free Agency:
  • International Free Agent spending is limited to how much money a team has in their “Projected Budget Room” field.
  • A team may NOT put themselves over budget with International Free Agency spending.
  • Overspending in International Free Agency will result in all International Free Agents signed release.
  • Players signed that put a team over the 50 player International Complex roster limit will be released.
Finances:
  • Budgets are determined externally. We do not use the in game budget calculations.

Winter Meetings:
  • If you have any idea for a rule change / update, the Winter Meetings subforum can be used to call for a vote.
  • After the World Series, the Winter Meetings period is open.
  • Polls can only be posted during the offseason and will remain open until the end of spring training.
  • Polls must receive a 3/5ths majority of everyone that votes (not of the league) in order to pass.
  • If a change passes, it will be applied during the next offseason.
  • League leadership reserves the right to veto any poll result. They also reserve the right to make changes without a league wide vote.
Roster Restrictions:
  • AAA - No Max Roster Size / No Age Limit
  • AA - No Max Roster Size / No Age Limit
  • A - No Max Roster Size / 28 Max Age Limit
  • SA - No Max Roster Size / 25 Max Age Limit
  • Rookie - No Max Roster Size / 23 Max Age Limit
General Rules / Settings:
  • 25 man active rosters
  • 40 man rosters
  • Expanded rosters on September 1st.
  • Waivers / Designated For Assignment
  • Free Agency starts December 1st.
  • Rule 5 draft is on December 1st.
  • Waivers will be set to 13 days
  • DFA will be set to 25 days
  • The Rule 5 Draft will be conducted via in game draft lists.
  • The Amateur Draft will be conducted in StatsPlus which is located here (we reserve the right to bypass StatsPlus and hold the draft on the forums if needed).
  • Disabled Lists are not to be used to "hold" players.
  • If the sim times out because you have a player in DFA whose time has expired, the "simmer" for that day will attempt to assign him. If we are unable to, he will be released.
  • Season Length: 162 games
  • Playoffs:
    • Wildcard Round: Best of 3
    • Divisional Series: Best of 5
    • LCS and World Series: Best of 7
  • Actual and Potential Player Ratings: 20-80
  • "Other Ratings": 1-10
  • Draft Length:
    • ML: 25 rounds
  • Coaches and Scouts: OFF
  • Suspensions and Injuries: ON
  • DH is enabled for all leagues.
  • Draft Pick Trading: Disabled
  • Signing Bonuses: Disabled
  • CPU manager control is not allowed except for setting Minor League Lineups / Depth Charts / Pitching Staffs.

Current Rule Change Notices / Clarification:
  • There has been some confusion about budget restrictions. For the record you CAN go over budget. Ending the season over budget punishes you in the following seasons (see the budget spreadsheet for more information).
  • Retainer contracts CAN put you over budget. We treat them as a form of team control, not a contract extension.
  • We have changed how we handle salary retention in trades. Please see the "Salary Retention Trades" subject in the rules post for more information.
  • We have removed the 1 year trade ban for new GMs. New GMs will still be on trade committee for their first season. The intention here is to make sure new GMs are comfortable with the leagues ratings structure. This is in no way meant to prohibit new GMs from managing their team.
Upcoming Rule Changes (2104/2105 Offseason):
  • We will be moving from 25 man active rosters to 26 man active rosters (vote for reference).
  • Players must have atleast have one year of abitration before they can be offered an extension.
  • PA contract incentives max will be lowered to 600.
  • IP contract incentives max will be lowered to 200.
  • RPs will be eligible to receive All-Star bonus incentives.
  • Players signed in season will no longer be eligible for any contract bonuses (currently they're only ineligible for playing time incentives).
  • First day to offer extensions will be lowered to 4/1 (currently 5/1).
  • Free agents who are compensation eligible from retainers will now cost you a 3rd round pick to sign.
    • Signing more than one will cost you subsequent picks.
  • Drafted players will be eligible to be traded as soon as they're drafted.
    • If you trade a player before they're input into the game, add PTBNL to your trade post title.
